Remarks on the Rules about Refereeing in FIE satellite competitions
A question has been put forward whether there are rules concerning referees who are refereeing FIE satellite tournaments.
The following can be concluded from the official documents of FIE, namely the Statut, Reglements and Administrative rules of FIE:
The Statuts stipulate, in point 10.1.1. that satellite tournaments are official FIE competitions. Therefore, rules about refereeing in official competitions apply.
Rules about organizing competitions stipulate that
- In world cup (both senior and junior), at least 4 referees must have A or B qualification and they should be from different nations. (o.75/3)
- Category A and B referees may be used always (o.81), (t.35) (Admin. 3.2.1.)
- Exceptionally, referees with national license may be used in junior world cup if they have been entered to the list of candidates for exam. (Administrative rules of the FIE 3.2.2)
The Administrative rules of FIE stipulate that the satellite competitions shall use FIE formula for junior competitions except for some modifications (point 9.3.2.). These exceptions do not include anything about refereeing. In this case there is no restriction to rules about refereeing in junior world cup. Therefore it can be concluded that a candidate for refereeing exam may be used as a referee in a satellite tournament.
All candidates must practice before taking the exam. it is therefore recommendable that possibilities for such practicing are increased.
To further clarify the rules it would be advisable to amend the Administrative rule 3.2.2.
”.. these referees who are officially candidates for FIE refereeing examinations are authorized to referee at junior world cup competitions and satellite tournaments, in the year...”
